For our action plan to stand any chance of success we need to take into account the following essential preconditions:
- Villagers will themselves have to take the initiative and with the help of local NGOs follow it through. It’s tempting to have rich westerners do all the work but Nepalese living in the Netherlands are all too aware of the risks of locals just sitting back and doing nothing.
- Villagers need to be open to supplementary forms of social cohesion such as already present in the village. Here we could think of cooperatives creating products that will keep well.
- Projects need to be almost exclusively aimed at a specific village and ensure that:
a. The project remains specific and within budget
b. Villagers can embrace the project as their own, and
c. The risks of misappropriation and bureaucracy are kept to an absolute minimum.
